Pakistan mein ek aur powerful system bhi exist karta hai jise hum Revenue Courts kehte hain. Aur sach yeh hai ke bohat se property ke masail aise hotay hain jo civil court ke bajaye revenue courts mein zyada asani aur kam time mein solve ho saktay hain.
Ab problem yeh hoti hai ke awareness ki kami ki wajah se log ghalat forum choose kar lete hain. Misal ke taur par ek simple mutation correction ka case bhi log civil court le jate hain, jahan unka time bhi zaya hota hai, paisa bhi aur mental stress bhi barhta hai. Aur baad mein unhe pata chalta hai ke yeh case to revenue court ka tha hi nahi.

Revenue courts asal mein wo idaray hain jo zameen ke record, ownership, mutation aur partition jaise masail deal kartay hain. Yani agar aap ka masla directly land record se related hai, to zyada chances hain ke wo revenue court ka matter ho.
Ab sab se pehla level hota hai Tehsildar ka court.
Tehsildar ke court mein sab se zyada jo cases aatay hain wo hote hain partition ke cases. Partition ka matlab hota hai zameen ki takseem.
Misal ke taur par agar do bhaiyon ke naam par aik hi zameen hai, joint ownership mein hai, aur wo chahte hain ke unka hissa alag alag ho jaye… to wo Tehsildar ke court mein application detay hain.
Tehsildar kya karta hai?
Wo field staff se report mangwata hai, patwari aur qanungo se verification hoti hai, phir ground reality check hoti hai… aur uske baad wo faisla karta hai ke kis ka kitna hissa banega aur kaise divide hoga.
Yahan ek important baat samajh len:
Revenue courts mein har case ke liye lawyer hire karna zaroori nahi hota. Aap khud bhi apna case present kar saktay hain, jo ke aam aadmi ke liye bohat bari asani hai.

**Part 2**
Ab Tehsildar ke baad jo next level aata hai wo hai Assistant Commissioner ka court.
Assistant Commissioner ke paas aam tor par wo cases aatay hain jahan land record mein koi ghalti ho gayi ho. Jaise mutation mein naam ghalat enter ho gaya, khasra number galat likh diya gaya ya koi entry miss ho gayi.
Misal ke taur par agar aap ne property khareedi, registry bilkul theek hui… lekin jab mutation enter hui to usmein aap ka naam galat likh diya gaya ya plot number ulta ho gaya… to yeh ek clear clerical mistake hai.
Is type ke maslay ke liye aap Assistant Commissioner ya Additional Deputy Commissioner Revenue ke paas application de saktay hain.
Yahan se ek bohat important concept samajh len:
Har ghalti civil court ka case nahi hoti.
Agar sirf record ki correction chahiye, to wo revenue court ka kaam hai. Lekin agar dispute serious hai jahan evidence ki zaroorat ho, to wo civil court ka matter hota hai.
Ab baat karte hain hierarchy ki.
Tehsildar aur Assistant Commissioner ke baad sab se important authority hoti hai ADC Revenue, yani Additional Deputy Commissioner Revenue.
Yeh asal mein district collector ki powers use karta hai aur zyada tar important revenue matters yahin decide hotay hain.
Kayi cases mein Assistant Commissioner ko bhi powers delegate ki hoti hain, lekin final authority phir bhi ADC ke paas hoti hai.
Agar kisi ko ADC ke faislay se ittefaq na ho to wo appeal file kar sakta hai Additional Commissioner ke paas.
Aur agar wahan se bhi relief na mile to next level hota hai Senior Member Board of Revenue, jise SMBR kehte hain.
Yeh revenue system ka highest forum hota hai aur iska decision aam tor par final hota hai.
Ab yahan ek aur bohat important cheez hai jo log aksar ignore kar detay hain…
Aur wo hai time limit.
Agar aap ne appeal file karni hai to uska specific time hota hai:
ADC ke decision ke against appeal – 30 din
Additional Commissioner ke paas – 60 din
SMBR ke paas – 90 din
Agar aap ne yeh time miss kar diya, to aap ka case khatam bhi ho sakta hai.

Ab aatay hain sab se important practical understanding ki taraf…
Kaun se cases revenue court ke hotay hain aur kaun se civil court ke?
Yeh samajhna bohat zaroori hai, kyun ke yahan log sab se zyada ghalti karte hain.
Sab se pehla golden rule yaad rakhain:
Jahan evidence ki zaroorat ho – wo civil court ka case hota hai
Jahan sirf record ki correction ho – wo revenue court ka case hota hai
Misal ke taur par:
Agar inheritance ka case hai aur kisi waris ka naam miss ho gaya hai ya share galat enter ho gaya hai… to yeh revenue court correct kar sakta hai.
Lekin agar dispute yeh ho ke deceased Sunni tha ya Shia, aur is basis par shares change honay hain… to phir yeh civil court ka case ban jata hai, kyun ke ismein evidence aur legal interpretation ki zaroorat hai.
Ab baat karte hain ek aur common confusion ki:
Registry aur Mutation ka difference.
Bohat se log yeh samajhtay hain ke registry ho gayi to wo owner ban gaye.
Lekin asal reality yeh hai:
Registry sirf transaction ka proof hoti hai
Jab tak mutation revenue record mein enter na ho, aap official owner nahi bantay
Yani agar aap ne property khareedi aur mutation nahi karwai… to record mein abhi bhi purana owner hi show ho raha hoga.
Aur baad mein jab dispute hota hai to aap ko bohat mushkil ka samna karna parta hai.

Seller ne ek hi zameen do logon ko bech di
Isay excess sale kehte hain.
Misal ke taur par seller ke paas 5 marla zameen thi… usne pehle kisi aur ko bech di aur phir wahi zameen kisi doosray ko bhi bech di.
Aise cases mein mutation review hoti hai aur yeh aam tor par ADC Revenue decide karta hai.
Lekin agar aap registry cancel karwana chahte hain…
To yeh revenue court ka kaam nahi hai
Registry cancel karne ka ikhtiyar sirf civil court ke paas hota hai
Yeh sab se important legal difference hai jo har property owner ko pata hona chahiye.

Ab kuch common mistakes ki baat karte hain jo log aksar karte hain:
Sab se pehli ghalti:
Ghalat forum choose karna
Log bina samjhay civil court chalay jatay hain, jab ke unka masla revenue court ka hota hai.
Dusri ghalti:
Mutation delay karna
Log registry ke baad mutation nahi karwatay aur baad mein unka ownership claim weak ho jata hai.
Teesri ghalti:
Time limit ignore karna
Appeal ka waqt nikal jata hai aur phir case legally weak ho jata hai.
Chauthi ghalti:
Har case mein lawyer par depend rehna ya bilkul lawyer na lena
Balance zaroori hai. Simple cases aap khud handle kar saktay hain, lekin complex cases mein proper legal advice lena zaroori hai.
